Paper presented by Allan Cain, Director, Development Workshop Angola, as part of the Urban LandMark Annual Conference on the theme Moving from Knowledge to Change, held on March 13-14, 2013 in Johannesburg, South Africa. Cain looks at the one million house program; using MDG for pro-poor montioring and poverty mapping of Luanda, Angola's capital. China is now Angola’s largest partner in post-war reconstruction but thus far investments have not extended to Luanda’s urban poor in informal settlements. A group of Chinese and African academics, institutions, and urban development practitioners have come together to examine how investments can be better targeted to reduce urban poverty rather than increase income disparities within African cities.
