High levels of investments, including China, are coming into Africa but how to shift the target of investment to recognize the needs of the broader urban population remains a challenge. For example, only 3% of the African population has access to a mortgage. Benefits need to be more inclusive, result in more equitable development and promote more broad based development. The Africa China Urban Echange can contribute to providing the appropriate data and creating a discourse that will make these investments more relevant to the needs of the poor.
